MCL25 Site Induction Information
It is essential that anyone working/operating within the Halls of MCL during the ‘Construction Phase’ of the event (i.e Build-up and Breakdown) reads and understands the following information prior to arrival at The NEC.
For all UK events, Construction Design Management (CDM) regulations issued by the HSE are applicable which affect the build-up and breakdown phases of MCL.
Before seeking access to MCL and The NEC site, we ask that you sign to say you have read and understood the following information via the ‘Health & Safety Declaration Form’ included within the Exhibitor Manual, and that you will pass this information on to any personnel working on your behalf within the halls during the Construction Phase.
MCL ask that you comply fully with the regulations put in place by HSE to ensure best practice is achieved.
No access will be permitted to any personnel at any point between 11 – 24 November without a valid pass for entry. An Exhibitor Badge is valid for build-up, open and breakdown periods. Contractor Wristbands will need to be ordered in advance for your stand builder unless it is a shell scheme or built by Solutions 2. MCL will not issue passes to contractors directly, in advance or on-site. Please see the Site Map detailing how to access Halls 2, 3, 3A and 4 for MCL. Please note that the following Vehicle Entry Doors will be available for access and delivery during the Construction Phase pre-midday on Tuesday 11 November (for stands over 100m only) and Wednesday 12 November (for all space only stands) after which point all doors will be open to people with valid passes: Hall 2 – VE Door 2.5

The ‘Construction Phase’ relates to the Build-up and Breakdown phases of MCL which will take place on the following dates/times: BUILD-UP BREAKDOWN
CONSTRUCTION PHASE
Tuesday 11 November (for stands over 100m ONLY) 8:00am – 6:00pm
Wednesday 12 – Thursday 13 November 8:00am – 6:00pm daily
Friday 14 November 8:00am – 8:00pm
Please note that dismantling of stands cannot commence until the times published below at which point the Halls will become an active CDM site:
Sunday 23 November – 5:30pm – 12:00am
Monday 24 November – 8:00am – 4:00pm (for Space Only stands only)
Saturday 15 – Sunday 23 November – 10:00am – 5:00pm Please note that any remedial construction or repair work required on your stand on open days, will also mean that CDM rules will apply and steps will need to be taken to isolate your stand whilst this work is taking place.
OPENING HOURS
On open mornings, the following delivery doors will be open: 2.5, 3.5, 3.6 and 4.1 (3.8 can be used for exhibitor entry)
All Contractors (without an Exhibitor Pass) will need to access the Organiser Office in Hall 2 for access prior to/post the advertised open hours below.

PERSONAL PROTECTIVE EQUIPMENT (PPE)
Tuesday 11 – Thursday 13 November high visibility clothing is compulsory and appropriate head and footwear
Friday 14 November – high visibility clothing and appropriate head and footwear is advised
Sunday 23 November & Monday 24 November – high visibility clothing is compulsory and appropriate head and footwear is advised
Toilet facilities and catering units are available within all 4 halls of MCL. Please see the Piazza Plan for details of the facilities also available outside of the halls for personnel. During Build-Up and Breakdown periods, these units will be open. Opening times coming soon. All other units will be available during show opening hours, including the Exhibitor Lounge which is sited in the Hall 2 NEC Catering unit The Exhibitor Lounge will open an hour before the show opens and close at 4pm each day – available to Exhibitor Badge holders and their guests/VIPs.
WELFARE FACILITIES
The MCL organising team are situated within the Organiser Office next to Hall 2 entrance (please see Piazza map for location). From Tuesday 11 – Monday 24 November contact can be made with the organising team on 02476 408020.
ORGANISER OFFICE CONTACT
In case of emergency please call the Venue Operations Centre on 0121 767 2222 (internal Ext 2222) or find a member of NEC staff, giving the exact location of the casualty and details of any injuries sustained. The Venue Operations Centre will then arrange for all necessary assistance. For any First Aid requirements, a paramedic will be on-site in the Hall 3 Organiser Office (please see Piazza map for location) during the Construction Phases (Build-up and Breakdown) and during show opening hours.
MEDICAL EMERGENCIES
In the case of a security emergency ring 0121 644 6666 (internal ext 6666). For general security enquiries ring 0121 767 2393 (internal ext 72393) It is important to make frequent checks around your area to ensure that no unidentifiable packages, cases or bags have been abandoned. If you find anything, please do not touch the article but call The Venue Operations Centre as above. When leaving your area each night or in the event of an evacuations, please ensure that:
SECURITY EMERGENCIES
Every day, half an hour before MCL opens, the emergency public address test will be broadcast across the tannoy. In the event of an emergency the following message will be broadcast at half-minute intervals “Attention please. Staff call 100”. This message is followed by continuous chimes. Your team should immediately inspect the area for suspicious items. If anything is discovered, please don’t touch the article but inform The Venue Operations Centre on 0121 767 6666 (internal ext 6666) or speak to a member of NEC staff. The ‘Staff Call 100’ announcement is a warning that it may be necessary to clear the building. If there is no danger the following message will be broadcast “Attention please. Cancel Staff call 100” You must ensure that your team are properly aware of these protocols and they don’t reveal the meaning of staff calls to the public as this might cause unnecessary panic.
EMERGENCY ANNOUNCEMENTS
If it becomes necessary to evacuate the building, the following message will be broadcast: “Attention please, attention please, this is an emergency announcement. Circumstances make it necessary for everyone to leave the building. Please make your way calmly to the nearest exit”. If evacuation is necessary, everyone must leave the building for their own safety. Once outside please follow the instructions of Venue staff who will direct you to the nearest assembly area.
